I've just tested this by creating a category in the Windows Live Contacts web interface, with some contacts added, and then viewing the changed contacts in Outlook 2010. Just configure an account using the automatic setup in desktop Outlook using your address and Outlook should access the same contacts Windows Mail accesses.
